Every time the overview feed or inbox drawer shows a legal card, we emit a shown event. When you click it, clicked. When you dismiss it, dismissed. The ranker scores each card kind by click-through, subtracts a penalty for dismisses, and blends with a 15% uniform prior so we never stop exploring. The weight dictates ordering in _collect_legal().
